    History

Before the formation of Maharashtra state, Mumbai district included the coastal areas of Gujarat, Maharashtra and Karnataka. Shri. W.H. Lucas, a chartered officer, studied the marine fisheries of Mumbai district besides Sindh in 1910 and submitted a report to the government. This was the first time that the government took note of the fisheries in Maharashtra. The report recommended that the (then) method of salting fish was satisfactory and that duty-free salt should be supplied to fishing boats. The report stated that the youth of the fishing community were getting more attractive employment on merchant ships and in the mills of Mumbai as the main reason for the lack of progress in fisheries.
